How we started
In February 2018, leaders from across New Zealand's primary health sector came together at a summit to consider how the sector could work together to provide a stronger voice for primary health whilst also improving health outcomes for the country's population. The summit agreed the formation of an Establishment Board to create the Federation.
In November 2018, the Establishment Board was replaced by a substantive Governance Board to whom day-to-day responsibility for governing the organisation is delegated by members.

In February 2019 Jim Lindsay was appointed as the inaugural CEO.
Jim is an experienced leader and brings a broad knowledge of the machinery of government and the wider health sector. Jim works with a number of professions and sits on Professional Conduct Committees. Jim has degrees from Edinburgh and Massey Universities and is a Chartered Member of the NZ Institute of Directors.

Hon. Steve Chadwick (Chair)
The Honourable Steve (Stephanie) Chadwick has been Mayor of Rotorua since October 2013. Steve’s career previous to the Mayoralty started in the health sector before moving into the local and national political arena.
Steve is a qualified Midwife, whose career in midwifery began at Hutt Hospital and extends beyond New Zealand to include senior nursing roles in London and Papua New Guinea. Most of her nursing career was spent at Rotorua Hospital, where she held a variety of positions including Manager of Women, Child and Family Services and Client Services Director at Lakeland Health Crown Health Enterprise. Her community achievements during this time include establishing the first family planning clinic in Rotorua, helping to establish the first Women’s Refuge in Rotorua, and the Rotorua School for Young Parents.
Steve’s career in national politics began in 1999 when she ran a successful campaign for the New Zealand Labour Party and became the Member of Parliament for Rotorua. Her career in Central Government spanned twelve years, including three years as a List MP. During this time, she held the portfolios of Associate Minister of Health, Minister of Conservation and Minister of Women’s Affairs. Her proudest achievements include sponsoring the Smoke free Environments Act and securing funding ($72 million) for the clean-up of Rotorua lakes.
Dr Harley Aish
Dr Angus Chambers
Dr Angus Chambers has been a General Practitioner in Christchurch for 28 years. He is Chair of Christchurch PHO and the chair of the Primary Health Alliance. He has been extensively involved with contributing to the Canterbury Health System and also nationally representing the Primary Health Alliance at PSAAP as a core negotiator.
He believes his experience as a clinician as well as extensive involvement in Health Administration has equiped him well to make a significant contribution to the Federation.
Philip Chapman is one of two co-opted Consumer Representatives on the Board (subject to ratification). Philip is based in Nelson and is a significant health advocate with a very impressive range of expertise. He works with multiple disadvantaged groups including family violence networks, survivors of sexual abuse and the homeless. His experience encompasses services provided through the Salvation Army and a range of marae based support services.
Philip is a strong advocate for men’s health and has also undertaken research into homelessness and associated issues. His Governance expertise includes tenure as the Consumer Representative on the Board of Nelson Bays Primary Health for 3 successive terms (now completed).
Dr Sue Adams
In his current role as Chief Executive of Pharmacy Guild of New Zealand, a national membership organisation that represents the majority of community pharmacy owners, Andrew is responsible for providing sector leadership and advocacy services for the business and professional interests of community pharmacy. He is the lead contract negotiator on behalf of community pharmacy with DHBs and leads secretariat support for the Community Pharmacy Leaders Forum.
Andrew has significant health sector experience across a range of key leadership and professional advisory roles over the last 25 years. In addition to his current role, this experience covers roles as: Chief Advisor to the CEO at healthAlliance, Strategic Advisor to the Director-General of Health, an independent consultant specialising in the health sector, and Manager at the Crown Company Monitoring Advisory Unit providing advice to Government on hospital governance and performance issues.
Andrew also has prior private sector work experience, as a consultant at Ernst & Young and in corporate banking advisory roles at Bank of New Zealand. Andrew is professionally qualified as a Chartered Accountant and has a Bachelor of Science (Hons) degree in Operations Research and a Bachelor of Business Studies degree in Accountancy.
Karen is the Chief Executive of the New Zealand College of Midwives with 50 years’ midwifery and nursing experience including practice, teaching, research, governance and management. Her special interests are community and primary care, strategic planning, health professional education and workforce structures. She was Deputy Chair of the Health Workforce Advisory Committee for 5 years and was a member of the New Zealand Health Strategy Reference group in 2000 who drafted the Health and Primary Care Strategies. She is currently a member of the Primary Health Alliance Executive Committee.
She has represented midwifery on numerous government and consumer forums and was a member of the International Confederation of Midwives (ICM) Board for twenty years. Karen chaired the ICM Scientific Planning and Programming Committee and currently Co-chairs the ICM Regulation Standing Committee. Karen co-authored “The Midwifery Partnership; A Model for Practice” and “Women’s Business: The History of the NZ College of Midwives” and is the author of numerous published papers, articles and books.
Karen was awarded the Member of the New Zealand Order of Merit (MNZM) for Services to New Zealand in midwifery and women’s health in 2000. She led the High Court action and subsequent mediation on Pay Equity in 2018 on behalf of the New Zealand College of Midwives.
Martin has over 20 years’ experience in health services planning and delivery. Martin has held a number of health sector roles, including: GM Integrated Care at Counties Manukau, Chief Operating Officer at Capital & Coast DHB; Group Manager Planning and Funding at Hutt Valley DHB; Senior Locality Manager in the Health Funding Authority; and Group Manager Mental Health in the Central Regional Health Authority. He has also worked as a Senior Advisor for the Department of Social Welfare, and within the NGO sector, and was awarded a Harkness Fellowship in 2013 to work with Kaiser Permanente in the USA. Martin has three grown up children – all boys and all Wellingtonians.
As the current Executive Director of Clinical Operations for St John, Norma has responsibility for national operational and clinical delivery of ambulance services in New Zealand, with exception of the area covered by Wellington Free Ambulance.
Norma’s role involves overarching national strategic responsibility for the service delivery of emergency ambulance services, ambulance communication centres, patient transfer services, event health services and the administration of PRIME (where rural doctors and nurses are responded to emergencies in rural and remote areas to complement local ambulance services). A central component of Norma’s role involves working at a senior level with the Ministry of Health (MOH), District Health Boards (DHBs) and Primary Health Organisations (PHOs) on the implementation of strategic initiatives including pathways, new models of care and other clinical initiatives to improve patient outcomes.
For the last three years, Norma has chaired the National Air Desk Governance Board and led the implementation of the Air Desk pilot project for the National Air Desk based in St John Headquarters. Norma’s senior team has led numerous initiatives where paramedics with extended skills have provided of out-of-hours care on behalf of DHBs and PHOs, contributing to local primary and urgent care solutions. Strategically, St John is committed to supporting its paramedical workforce (which is soon to be registered under the HPCA Act) to compliment and work alongside existing health professionals to ensure an excellent primary care service continues to be provided to New Zealanders. Norma has a direct influence over the national ambulance sector standing orders which in turn have a direct influence on ambulance sector links with primary care across New Zealand.
Associate Professor Peter Larmer
My current role as Head of School of Clinical Sciences at AUT has afforded me the understanding that the present health structure is underutilizing our health workforce and many practitioners are not working to the top of their scope.
With a growing health burden we need to work differently. My roles as a researcher and as Chair of Arthritis New Zealand also have provided insights to our health inequities particularly for Māori and Pacific people. I believe the numerous roles I have had on Boards and leadership positions have equipped me to add value to the Federation.
Dr Jeff Lowe
Sheldon Ngatai is of Te Atiawa, Taranaki, Ngati Mutunga o whare kauri, Ngati Maniapoto descent.
Sheldon is one of two co-opted Consumer Representatives on the Board (subject to ratification). A breast cancer survivor, Sheldon has significant experience of the health sector as a consumer and has turned that to good use by becoming involved in multiple consumer panels, co-design and planning committees. Sheldon has an extremely strong cultural perspective and an additional range of governance skills.
